OfERR (CEYLON) PROGRAMME

VISION of OfERR (Ceylon)

The primary goal of OfERR (Ceylon) is to improve and develop the life and well-being of returnees from India as well as the internally displaced people (IDP) in the North and East of the Island.
OfERR (Ceylon) considers capacity building and empowerment as key elements in its vision to ensure sustainable development with equal rights of all citizens and establish social justice.

To realize the vision OfERR (Ceylon) focuses on the following goals:
• To promote equal educational opportunities and enhance the abilities of returnees as well as the IDPs and help them take part in rebuilding their nation
• To mobilize, liaise and network with NGOs, inter-governmental agencies and the government to advocate the protection and the rights of IDPs and returnees.

• To improve the health and nutritional status of the most vulnerable section of the returnees and IDPs and motivate them to be actively involved in all forms of developmental activities.

• To diversify and improve the livelihood opportunities for the beneficiaries.

OfERR Ceylon’s mandate on capacity building and empowerment is to promote equality between all citizens in the island.

Programmes and Activities:

During Relief Phase

Emergency Assistance:
• Providing relief such as food and non food items for IDPs and returnees
• Providing shelter and water and sanitation for IDPs and returnees
• Providing psycho social activities for IDPs
• And Promotion of public health awareness in the IDP camps
• Providing educational assistance for children o continue their education


During rehabilitation phase

Advocacy Work:
• With government regarding issues of the returnees and IDPs such as documentation, recognition of educational qualification specially for returnees, facilitating to get Citizenship for returnees as well as for the IDPs, and getting land allocation for landless people.
• Net working With NGOs in Mannar, Vavuniya, Batticaloa and Trincomalee - Co-ordination specially in Human Right and Peace Building
• Advocating for permanent political solution

Education:
• Running of coaching classes
• Running of Nursery schools
• Vocational training for discontinued students
• Improving the infrastructure of educational institutions which were affected by war and Tsunami
• Assisted returnees – organized as well as spontaneous returnees
• Help School drop outs from IDP camps in the North and East to get back to school and “catch up” classes were conducted for them.
• Formation of student forums in the IDP camps

Health and Nutrition:
• Improving the health and nutritional knowledge of the people
• Conducting medical clinics in areas where access to medical services is poor
• Advocating with the government for extension of medical services to the areas where there are no medical services
• Identified and trained village level health animators
• Diseases based awareness at village level
• Promotion of family planning and HIV awareness

Capacity building and empowerment:
• Formation of community based organization such as Self Help groups, students organization, and youth organization
• Providing leadership and gender training for them
• Communication and leadership for OfERR staff as well as for staff of other NGOs
• First Aid Health awareness for community workers – Rural Development Samithies and grass root workers of other NGOs

Sustainable Livelihood Assistance:
• Formation and training of self help groups
• Training them on business management
• Providing assistance for doing livelihood programmes
• Linking them with local marketing agencies

Development Phase:
• Permanent housing programme
• Individual water and sanitation improvement
• Community Infrastructure improvement such as school, hospital, public road, hospitals and common building
